What Autonomous Driving Actually Means Today
In 2015, multiple automakers and technology companies predicted that fully autonomous vehicles would be widely available by 2020. That prediction missed by a wide margin. As of 2025, no consumer vehicle sold anywhere in the world is capable of operating without a human driver in all conditions. The Society of Automotive Engineers (SAE) Level 5 autonomy, defined as a vehicle that can drive itself anywhere a human can, in any conditions, without any human intervention, does not exist in production form.
What does exist is a careful, incremental deployment of specific autonomous features under restricted conditions. Mercedes-Benz received German regulatory approval for SAE Level 3 "Drive Pilot" in 2022, becoming the first automaker certified to sell a car that can legally take over driving responsibility on certain highways at speeds up to 60 km/h. The system allows the driver to take their hands off the wheel and engage in non-driving activities like reading or sending work emails. If the system encounters a situation it cannot handle, it provides a handover warning and brings the car to a controlled stop if the driver does not respond.
In the United States, no federal approval for Level 3 systems has been granted as of early 2025, though Mercedes has applied. Instead, the American market has focused on Level 2+ systems that combine adaptive cruise control, lane-centering, and automated lane changes but still require the driver to monitor the road at all times. Tesla's "Full Self-Driving" package, despite its name, is a Level 2 system by regulatory classification. The distinction between the name and the actual capability has been a source of regulatory action, including a 2023 recall affecting over 360,000 Tesla vehicles after NHTSA raised concerns about the system's behavior at intersections.
The robotaxi segment is further along than consumer autonomy. Waymo operates a commercial robotaxi service in San Francisco, Phoenix, Los Angeles, and parts of Austin, using a fleet of modified Jaguar I-Pace vehicles. The service completed over 700,000 paid trips per week by late 2024, according to Waymo. Crucially, these vehicles use a suite of lidar, radar, and cameras that costs tens of thousands of dollars per car, a cost structure that remains incompatible with mass-market consumer vehicles.
The consensus across the industry has shifted from "when will Level 5 arrive" to "under what conditions can each level of autonomy be made safe and commercially viable." The regulatory framework, insurance structure, and public acceptance are evolving alongside the technology, and none of them are moving as fast as the 2015 predictions assumed.
